ADR-0011: Statement-backing is opt-in; World serves ResolvedValue

Not every attribute needs evidence machinery. Plain attributes are values mutated by Actions and audited via the Truth plane. Source-reconciled or contested facts are statement-backed: Statements (evidence claims with actor, category, confidence, bitemporal stamps) fuse per policy into a ResolvedValue — value + uncertainty + settledness (SETTLED/CONTESTED/STALE/BLIND) + derivedFrom. The World plane never stores a naked scalar. Fusion is declarative policy, not application code.
