ADR-0006: Everything external is a governed Resource

Datasets, streams, files, media, rasters, models, and virtual datasets are all Resources in a kernel-owned Resource Registry (P0; the Dataset Registry is a sub-case). A Resource has dual identity — physical manifest (object prefix, table, topic, STAC item) and governed identity (versioned, bitemporal, policy-marked). BindingPlans are the kernel-owned seam from datasets to ontology (entities/traits). A universal source_fact table was considered and discarded; “DatasetLog” was rejected as a term — dataset events land in the existing Truth-plane log family. AI extraction cannot mutate World directly: it produces Statements via Assert like any other source.
